Occupied Facility Work Experience Our team has executed physical plant support in occupied buildings under regulatory oversight, including coordination with health and safety officers, compliance with dust and noise restrictions, and phased handoffs to minimize operational impact. Technical & Operational Approach

Pre-Award Engagement MTCM initiates with a site walk and scope review prior to any bid submission. For Walla Walla, we will coordinate with the Contracting Officer Representative (COR) and VA Facilities Engineering to validate phasing assumptions, confirm utility isolation requirements, and identify ICRA zone classifications before final pricing is established. Execution Methodology Our work is organized around three parallel tracks: Safety & Compliance, Physical Execution, and Documentation. Each track has a designated lead. Daily logs are maintained in a format compatible with VA audit requirements. All subcontractor activity — if any is engaged — is pre-approved, documented, and bonded. VA-Specific Compliance Framework — Infection Control Risk Assessment (ICRA) compliance built into daily work plans — Interim Life Safety Measures (ILSM) documentation maintained throughout project duration — Coordination with VA Police, Engineering, and Patient Safety for access and emergency protocols — Submittal packages, RFIs, and change order documentation in VA-compatible format Closeout & Handoff Project closeout includes as-built documentation, warranty registration where applicable, inspection coordination with VA QA personnel, and final debris clearance certification. We do not consider a project closed until the COR has signed off and all punchlist items are resolved.

Differentiators & Contact

SDVOSB Set-Aside Eligibility MTCM qualifies for VA SDVOSB set-aside and sole-source contracting under 38 CFR Part 74. This reduces procurement overhead for the VA and gives the contracting team a verified, compliant awardee without additional certification risk. Owner-Led Execution The principal of MTCM is not a sales contact — he is a project operator. On Walla Walla work, company leadership will be on site or reachable within the hour. There is no intermediary between the VA COR and the person responsible for execution. This is not common at the subcontractor level and it matters on occupied-facility work. Technology-Backed Operations MTCM uses a proprietary operations platform to track work units, documentation, compliance events, and subcontractor activity in real time. This means audit-ready records at any point during the project — not assembled after a notice from the CO. No Layering Without Disclosure We do not sub-contract scope without notifying the prime and the VA. If specialty work is required, we identify the resource, provide their qualifications, and get prior approval. This is policy, not preference.
